Image linked to vm?

Hey guys, need some answers. My Vm's started acting strange, then I rebooted (windows 2008 r2), and again there was some strange behavior (problem was in gsm modem), then I shutdown machine. Then, I couldn't started machine because somehow img in local storage deleted (don't know how), so I uploaded the same image and now is working.

Can someone explain why VM can't work without img located in local storage?

Here is an error output

TASK ERROR: volume 'local:iso/SRV2008.R2SP1.ENU.OCT2017.iso' does not exist
