ifupdown2 Not Installing/Running

I've been beating my head against the wall and googling like crazy. I can't seem to figure out what my issue is. If someone can point me in the right direction, I would appreciate it.

Most google searches connect me with others having the same issue due to repository issues, but that all seems correct on my end.

Yeah - good point. I'm trying to get around rebooting when making changes to networking and Proxmox keeps squawking that it needs to be installed. It shows as installed so I thought I had to manually execute it.
