I can't start proxmox ve system

For a start: did you enable AMD-V and all other virtualisation options in the BIOS ?
(BIOS = blue boot interface as you described it)
To enter the BIOS, press F12 or DEL or F2 or whatever key is described in your motherboard's manual.

Proxmox VE runs as a baremetal hypervisor on a dedicated machine
You cannot run PVE and your Windows desktop OS on the same pc.
I'm not sure what your problem is, please give more details.....

Did you try to connect the GUI on https://192.168.100.10:8006 (as shown in your screenshot) on another computer?
