The pve-cluster service likes to fail when your root filesystem is completely filled up and therefore switches into read-only mode. Check with df -h, zfs list -o space as well as lvs how full your storages are. You can find out if a storage is down/unmounted by running lsblk, pvesm status. cat /etc/pve/storage.cfg would also be useful to know.
In case your root filesystem is full you should delete unneeded files like old backups/ISOs/logs.

I am failing at understanding this stuff here is what df -h brings up. I am new to computers and might require a bit more of a walkthrough then you are used to giving but please

When I use df -h I get my filesystem and it states that
/Dev/mapper/pve-root is 100% filled up I have been trying to clear space from it but have failed at every attempt even.. I would share images but when I try to upload every photo seems too big for here and all I have is my phone to communicate with

You can delete files with the "rm" command, list folders with ls -la and change folders with "cd".

Find files that you don't need (for example all files ending with ".gz", ".1", ".2", ".3" and so on in "/var/log").

So after deleting files it will allow me to get to the sign in page for debian but after inputting my details it will load a blank screen and take me straight back to the sign in page... But on my phone it allows me to login and even log into proxmox and has my VMs still working.. so any help as to why debian won't load on my PC?

can someone pleasew advise me to what is wrong and how to correct this issue?
