What is the correct way to clean up and remove all VM components if the web UI cant do it because I destroyed the zfs resource its disk was on?

what error are you seeing when trying to delete the VM through the GUI? AFAIK it should be enough to delete the config file from /etc/pve/qemu-server/<vm>.conf, maybe also the firewall config in /etc/pve/firewall/<vmid>.fw if you configured it for the VM.

TASK ERROR: storage 'test0-encrypted' does not exist`

And thanks for the suggestion - removing it from /etc/pve/qemu-server worked
