How to Whitelist a 'to' address?

Hi there,
Sorry for the daft question but how do I allow all mail to abuse@example.com?
I have done the following:
1. I have created a new Who object for Sent to addresses:
2. I have set a To object in the Whitelist and added the Who object to it.

But it still does not work and mail gets filtered to abuse@example.com.
