Yes it would rise the power consumption and the main problem is the temperature this is why it is firmware controlled2- Would that be bad? (I don't care for power consumption)
I don't know what generation of DL360 you use, but we run into problems with the power management of the bios and crashes 3 years ago (on RHEL). HP suggested to run in high performance mode all the time. We changed it and we never had any crash on that system.

you cannot run "turbo" all the time; thats not what its for.
