How to set start time for VM?

Hello everyone!

I try to set start date for my VM with windows server 2016.

In Proxmox vm Options I set:
Use local time for RTC
and
RTC start date: 2017-11-11

But when I start VM I see date - 9/30/2018

How to set 2017-11-11 date anstead 9/30/2018
I already disable network adapter in VM and disable WIndows automatic timy sync.
What I do wrong?

Also I try this parameters, but IT's not works:
Use local time for RTC - NO
and
RTC start date: 2006-06-17T16:01:21

I guess it works but a system service like ntpd or equals reset your time to current time.
please check the logs.
