how to safely remove a locked VM

Hi heroes,
It's my lab environment and PVE version is 8.2.4.
Yesterday i cloned 3 VMs from same VM template but somehow PVE server became stuck/no response, web console was also unable to access, so I have to do a cold reboot today. then i found those 3 VMs become locked and unable to remove.
Can you let me know how to safely remove the locked VMs?
