The "importing vm" section covers what one would do if he was importing from a live ESXi host, not how to deal with external VM files, especially those not in VMDK (VMware) format.
Here is a rough guide on what you need to do:
1) Create an empty VM in the web UI (OS type Win 7, no ISO, no disk). Note its ID, i.e. 100.
2) Get the .vhd onto the Proxmox box, e.g. mount the stick or scp it to /root.
3) Convert it to qcow2 from the node’s Shell:
qemu-img convert -f vpc -O qcow2 /root/win7.vhd /root/win7.qcow2
4)
qemu-img info /root/win7.qcow2 will confirm it worked.
5) Import the converted file:
qm disk import 100 /root/win7.qcow2 local-lvm (swap in your own storage name).
6) The disk shows up as “Unused Disk 0” under the VM’s Hardware tab. Double-click it, add it as IDE or SATA, then tick it under Options > Boot Order and start the VM.
There may be issues with drivers to work out (VMware tools vs VirtIO).
Good luck
