how to force VM shutdown? "trying to acquire lock... got timeout"

Since my last upgrade to 6.4-13 this happens constantly:

root@ganges:~# qm unlock 112
trying to acquire lock...
can't lock file '/var/lock/qemu-server/lock-112.conf' - got timeout

This makes it so that I cannot unlock or shutdown VMs. This particular one was just stood up. It shouldn't be in any special ACPI state; it's waiting to shut down in the OS (also forever). How do I tell the cluster "I do not care about the state of this machine, shut it down now and stop complaining about lock files?"
 
I'm also seeing this sometimes with PVE 6.4. Guest is shutting down to the point where the power should be cut off but it keeps running forever.
