How to create new user account similar to root

I also thought about it and wanted to report it here, tried it and ran into a couple of other problems. The first would be that you cannot log into PVE, the user thunder (or toor in my case) did not exist.

I didn't test this and it even didn't make any sense for pve !! But for a regular fileserver with sometimes nfs based shell initialisations it works fine as you have then a service shrewd and a dump shell for login in case of nfs or network issues and may be even able to connect to console.

Oh sorry, I implied that you tested it. I tried it myself in order to see if you can apply the same logic as you described to PVE, which does not work as easy as the toor user, that is regularly used in *BSD systems. Even if you fix all the problems I encountered, you will still - as @fabian already pointed out - not get a second root user.
 
I didn't test on pve but is regulary on fileservers and still is a second root if you ssh to a pve host (!!) ... but yeah may not be useful on pve webui as that I didn't test and even don't see the usecase there.
