How to change osd_recovery_max_active in ceph 17.2?

says I should set "ceph config set osd osd_mclock_override_recovery_settings true"

but I can not change the value it returns the error

ceph config set osd osd_mclock_override_recovery_settings true
Error EINVAL: unrecognized config option 'osd_mclock_override_recovery_settings

Sometimes the Ceph documentation is newer than the latest released code.
