How to change min. freq. with amd-pstate

Hi, I have a question about amd-pstate,
Does anyone know how to change to have the cpu frequency static?
I host game servers and need to use the full power of the processor ;/

But currently everything is dynamic and changing, and needs a static value for e.g. 4.5 - 4.6
Processor is AMD Ryzen 5 5600X
