how to add another administrator

hello all.....a quick question please.....i need to add a second administrator user in proxmox-ceph cluster,so we dont mess up....but i get error "user does not exist (500)" when i try to set the password...
what i did...
added user with useradd username (console),then created user in gui,added administrator group,added user permissions.....then tried to set password,no luck.....

did you add the user in "Linux PAM Standard Authentication" realm in the gui?

well...now it is created,but when i login at the console,and try to apt-get update,say no permission,are you root?
so,i have to add this user to the root group......any help please?

you can only install/upgrade with root permissions.
if you want another user to update your machine look into sudo
e.g. https://wiki.debian.org/sudo
