How do I add PBS to PVE?

Is root@pam disabled in the PBS server user interface? Was the correct password used for it?

Actually root@pam enabled and used for login into Proxmox so not sure what's the case but there was a similar message with a tip to use internal user instead of @pam users for Proxmox Backup
Anyway I'm happy while it works this way

Happy to that it works for you, just noting that normally root@pam definitively can work as user in the client, to avoid misconceptions from others reading this.

As additional note, if you can user root@pam for the webinterface GUI of PBS, you really should be able to use it in the client, as both use the exact same API.
