Hot plugging USB device doesn't work

I thought I read somewhere than USB devices could plugged in after the PVE was started and it would recognize the device. I've tried with a USB hard drive and a USB Cyberpower UPS. Neither works. the lsusb command does not show the added device and stuff counting it, doesn't see it.

Is there something special one has to do to make USB devices hot pluggable?
 
ok so it turns out it's not the hot plugging at PVE level that doesn't work, at least for the UPS (I'll have to retest USB Drive). It's nut UPS monitor service that doesn't see UPS getting plugged in. I can see the USB device come up in syslog but the failed UPS polling continues afterwards.

Is there a way for me to tell nut that when the following event occurs to restart itself or whatever it takes short of a reboot that would allow nut to reconnect?
