Those are not exactly compatible for clustering beside during upgrade of a whole setup from 6.4 to 7.x, where the cluster mirror service is stopped.

What would be your use case here?

for the record, there are missing a few patches on 6.4, most important for your case here is https://git.proxmox.com/?p=pmg-api....d;hp=2a5ed7c1e22fcbbe74056bfff19652d91717f163

We did not cared to backport those as they are simply not required in a 6.x setup and mixed cluster are not really supported in general.
