I'm have been experiencing some odd issues with server 2025 on the latest proxmox with the VirtIO drivers and agent installed to best practice. In my setup a new naked server 2025 VM will idle at 4% CPU usage on a VM with 16 cores, on a 32 core system. The usage is displayed in proxmox while the OS is reporting 0%. I've been down a million rabbit holes, CPU flags, and various A/B tests over two full days. Occurs on Server 2025 Full and Core. This thread seems somewhat similar. Any ideas, is this happening in your test labs as well.
