Dunno about Proxmox 2, but normally you would be able to hack in virtual fencing devices, like serial link, ssh, or just no-op. Using such "devices" is not recommended in production, of course, but for test networks they may be fine...
Hmm... so there is HA for OpenVZ Containers? If they work on shared storage only, which filesystem will they use? AFAIK, OpenVZ only supports non-shared filesystems if quotas are needed. Or you are now creating LVM volume for each container?
