What is the output of apt update? Did this problem occur before or after changing the repositories? Did you update to the latest PVE 8.4 before? What are the currently configured repositories?
 
I think I didn't update when I was on 8.4
I just changed the repositories and updated with version 9 of proxmox and 13 of Debian.
Maybe that's the problem?

Best to follow the official guide: https://pve.proxmox.com/wiki/Upgrade_from_8_to_9 . You can run pve8to9 at any time and it might give you helpful hints, but it works best when it is updated (before).
Maybe that's the problem?

What is the output of apt update? What are the currently configured repositories?
