I was updating from version 8 to 9

I did that, too following detailled instructions at https://pve.proxmox.com/wiki/Upgrade_from_8_to_9 and had no issues at all

What is the output of apt update? Did this problem occur before or after changing the repositories? Did you update to the latest PVE 8.4 before? What are the currently configured repositories?

I think I didn't update when I was on 8.4
I just changed the repositories and updated with version 9 of proxmox and 13 of Debian.
Maybe that's the problem?

Maybe there is no Proxmox repository configured at all?

I just changed the repositories and updated with version 9 of proxmox and 13 of Debian.

Best to follow the official guide: https://pve.proxmox.com/wiki/Upgrade_from_8_to_9 . You can run pve8to9 at any time and it might give you helpful hints, but it works best when it is updated (before).
