I think virtual box does not support nested virtualization, see

Note: It would work the other way around (run virtual box inside Proxmox VE)

You can install Proxmox on VMWare Workstation but you need to enable this option in VMWare Workstaion.
Maybe you have this option also in Virtualbox.
