Help!booting from the hard disk

I used a tool to convert the C drive of the call center system running on the Windows Server 2008 system into a.qcow2 file. I want to restore this system in Proxmox VE (PVE). After importing this.qcow2 file into the virtual machine and turning on the virtual machine, it gets stuck at "booting from the hard disk". I have also tried several different types of hard disks and CPUs, but none of them worked.

Can you verify that the original system was using BIOS for booting and not UEFI instead?
Otherwise maybe use another tool. If you can afford a downtime, tools like clonezilla do a good job in cloning disks.

Because this is a production environment system, the system cannot be shut down, and the original system uses the legacy BIOS mode.

Sorry, no idea. I've never used different ones than the main version of installed system during recovery operations.
 
Try download a Windows server install ISO then use its recovery environment convert to uefi (1) (2)

Edit: remember backup before any dangerous action!
