Help accessing server from WAN using OpenVPN

Good Day/Night All,

I am trying to learn Proxmox but I am having issues and I am unsure where else to turn too. I am going to try my best to describe the issue and what I have done, but again I am new to homelab outside very BASIC docker Plex setup.

GOAL: I would like to secure my server using OpenVPN which would allow me to access my server from outside my house without opening SSH or Proxmox port.
SITUATION: I have installed Proxmox on my DELL T3610 with 32GB RAM, 120GB SSD (Proxmox install), 2TB HDD. I created a container using Ubuntu 21.04, I installed OpenVPN using https://github.com/Nyr/openvpn-install . My router uses 192.168.1.x, my server is on 192.168.1.4 when creating the OpenVPN using the script it asked for the IP which I used my public IP (lets say 8.8.8.8 for explanation purposes) and port which I used 1194.

ISSUE: I moved the .ovpn file to my local machine and I tethered my phone to my laptop trying to access the server using VPN from outside my LAN. The OS I am running on my laptop is Fedora 35 Gnome. When I turn on the VPN is tries to connect and then times out. I am unsure on how to troubleshoot or solve the issue.
