HA Task stuck = Can't locate the right task to kill

hi we had a storage issue on 1 cluster and the HA got stuck while trying to move the VM,

for some reason 2 VM are in task Stating VM in the cluster, in the log we see its a HA task

when we kill the coresponding ID it return nothing and the task keep handing there.

how can we locate the tasks behind the HA request ?
