HA Move VM error

Error:command 'ha-manager set vm:105 --state started' failed:exit code 255

I have recovered the backup files but still get an error based on the attached image file. How do I fix it?

Does the VM start without HA enabled? If not, what error message do you get exactly?

How to make the VM start up? And the system was unable to restore from the backed up files according to the reasons stated
