situation:
i install fully virtuallization several times.
i read a lot of trouble windows 2003 server + KVM, so i try best my suitable here.
the configurtaion is almost same, with standart video graphic (in windows is detected as cirrus logic).

#1 install
a. network card : e1000
b. hdd type : SCSI
result : windows is unstable, slow response, BSOD after success installation, most of all: networrking is not working

#2 install - 2x
a. network card : rtl8139
b. hdd type : SCSI
result : windows is unstable, slow response, BSOD after success installation

#3 install - 2x
a. network card : rtl8139
b. hdd type : IDE
result : windows is unstable, slow response, BSOD after rebooted

is there any default configuration that works??

do not use scsi for windows. IDE or Virtio is stable.

use IDE and for network e1000 - this combination is widely used. we have not yet experience from the new KVM (from 1.4beta2 and the latest virtio block and net drivers).

I don't know why SCSI and rtl8139 doesn't work with you!
To me, it works perfectly.
I saw that the difference here is the ISO file.
We're using SP2 instead of SP1.

did you use the very latest intel drivers (downloaded from intel web site)? the integrated drivers in win2003 looks good in device manager but they do not work.

wich NIC is better in stability e1000, virtio (in PVE1.3) or virtio(in PVE1.4b2) ?

is there a way to use virtio block inteasted of IDE in windows 2003?

for win2003, run with e1000 and ide, best tested and reliable.

change IDE to virtio: search the forum, I posted a howto.
