It depends on the partitioning and the filesystem inside the VM and the used storage on Proxmox. Make sure the VM is not running when you access the filesystem that way. What are you trying to do? Maybe it's easier/safer to use SCP or a SMB share?

I'm trying to SCP some files directly to a guest filesystem as it is on a private network and I have no other way to do it as it is a Windows VM with no access outside of the private network it is on
You could put the files on an ISO and mount that to the VM...
If you can login to the VM from PVE GUI, you could use winscp from inside the guest and connect directly to the host. Best to do this as a non-root user
