I am trying to grub my GPU and other devices in multiple operating systems e.g I have two window 7 and I have 1 GPU is it possible to run 1 GPU for both operating systems under prox ve

if you mean GPU passthrough then no (when you passthrough a device, it's unavailable to the PVE host)

What you mean is if I want to pass through my GPU to a single VM I will need to get a secondary gpu to pass to another VM if there are two vms

i'm not really sure i understand your first question, so my guess was you wanted to do a passthrough.

yes indeed, you can only passthrough a device to a single VM.

however if you don't need to passthrough anything then you can have however many VMs as you wish

You can only pass a GPU to one VM. So if you want to pass a GPU to two VM then you need two GPU. But for most use cases VM's don't need a GPU at all so it doesn't matter.
