GPU Passthrough(code 43) problem in Proxmox 7.2-3

Hi there!
I try it on gpu passthrough in proxmox.
My specification of Server and proxmox is,
CPU: 3900X
M/B: Gigabyte B550 vision d-p
RAM:48GB
GPU:RX480
But, i try it on gpu passthrough it shows code 43.(Translate, Code 43)
I try it on change the gpu slot number 2, Because GPU slot number 1 doesn't work on gpu passthrough in ESXI.
And then add the romfile.
But this message continue.
I attached Code 43, GPU config, and grub settings.
Please help me this comficated fight. Thanks.

I am trying to work through the same or similar issue, though I am using an older CPU and a GTX1060.
