full cpu windows

Hi all!
I have proxmox 6.3 cpu 2*E5-2670, and I install 30 vm windows, although Windows has just installed the OS, the server's CPU is always running at 100%, on same hardware if I install hyper-v it can install 40-50 VM The server's cpu also only uses around 6-7%.anyone have solution to fix this ?

How about a screenshot from "top" and iostat -x when it's running at 100%?
