Firewall rules not working

Hi,
what am missing and why the Firewall rules are not working for me

1. DataCenter level Firewall: Enabled
2. Node level Firewall: Enabled
3. Container Level Firewall: Enabled
4. Rules to test: Stop ping / drop from IP

both rules not working for me, I did test in few LXC containers, same result
firewall rules not effected

any suggestion why?
