Firewall not filtering

I saw some posts a while ago about this issue and everyone said to do pve-firewall restart that did not fix anything for me.
sysctl -a |grep call
abi.vsyscall32 = 1
net.bridge.bridge-nf-call-arptables = 0
net.bridge.bridge-nf-call-ip6tables = 0
net.bridge.bridge-nf-call-iptables = 0
i also saw that command and they are set to 0, what else can i do ?

could you describe in more detail what exactly is not working? What rules did you set, please post the output of cat /etc/pve/firewall/cluster.cfg? Is the firewall enabled at datacenter level?

/etc/pve/firewall/cluster.cfg

when i tried that command no file exists, the rules i have for the firewall is to keep any of my vms from communicating with other vlans on my network. specifically the rule is to reject from 192.168.2.0/24 to 192.168.1.0/24.
To enable it at the datacenter level is it just the checkbox next to the rule?

No, in order for the firewall to filter any traffic, you have to enable it on datacenter level first (that's also the reason why your config file is missing, as the file gets created the first time you enable the firewall). Go to Datacenter > Firewall > Options > Firewall in the WebUI and enable the Firewall by checking the checkbox.
