When adding firewall rules via die GUI, does one have to activate the rules from the command line? How are the rules loaded/activated otherwise?
Ah, answering my own question from the documentation.
Configuration Files
All firewall related configuration is stored on the proxmox cluster file system. So those files are automatically distributed to all cluster nodes, and the pve-firewall service updates the underlying iptables rules automatically on changes.

if you enabled the firewall chronologically, rules get active directly
you have to enable the firewall on all these places

Host
VM
Network Card
