I am facing a problem where the rebooted server gets stuck with VM migration for various reasons and the process repeats endlessly [1]. The HA migration process should have a retry counter in case of unsuccessful migration to the same node and attempt migration to other nodes.
I'm not sure but maybe my configuration is just causing problems. HA node affinity rules doesn't help.
