Extract VMs from backup

How do I manually extract VMs from a backup that was created via PBS, so I can transfer to my running PVE and restore? Is it the same for other methods of creating backups i.e. vzdump?

I have a backed up dataset but all I see inside each vm-id-marked folder is a file called "owner" and a dated directory with a bunch of .fidx and .blob files inside.

You need a running PBS server to restore such backups.
