I added an external 300Gig HD for backup

however I have since replaced it with a 1TB external HD, BUT as you can see it is still showing the size as 298.08Gib whats the deal
do I need to delete sdb and readd it using the 1Tb drive

Nothing was on it, so I unplugged it and put in the larger drive

If the old disk was initialized by PVE, it could still be registered in there. Could you please post the result of the CLI command lsblk.
