Existing server no longer connects to network

Hi, I've been running my proxmox home server for a while now, and I never had any issue connecting to the network. I've used this server across various networks, some of them fairly restrictive, and the server always does connect. However, now it refuses to do so. Running dhcpcd will solicit a lease from the router, which I can see from the router console and the proxmox server (I have connected a physical monitor to the machine for debugging, cannot access the web console). However, I cannot ping it, nor can it ping out, even to the router - previously manually running dhcpcd was not required either. Using nmap on my router from my laptop does not show the server either, even when I force the DHCP lease. No hardware or software changes have been made since this was last working. I did change networks (server was moved between two locations), but the server had been on this network before and working, the network has not changed since then. The interface (eno1) shows 'UP' at all times, and I can see the lights on the physical port on the router and server blinking.

Details on setup:
Single node, on a single computer. Using mobo network port.
Network connected to a router with firewall fully disabled for testing
Laptop (linux, connected to the same network) for remote access/testing
Normally connect through tailscale, but currently on the same physical network

I have tried the following things:
- Running a debian liveUSB on the machine to verify the issue is solely with the proxmox installation (all networking functions with the router work there, implying hardware/router is also fine)
- Disabling router firewall entirely
- Unplugging all USB devices (not sure why this would make a difference, but I saw it helped some other users on this forum)
- Booting with and without the network cable attached
- Restarting the networking service through systemd
- Disconnecting the router from WAN to ensure that was not messing anything up
- Attempting to connect the server directly to WAN to remove the router variable entirely
- disabling tailscale on the server

Not very familiar with network troubleshooting, I appreciate your time reading and would love suggestions on what to look into next.
