It seems like that one of your guests is in an error state, which indicates that you're using the HA Manager. Does any of your VMs/containers on the left side have an error icon on them? What is the output of

ha-manager status? You can check why the guest was put in error state through the HA Manager node's syslog, where it states what caused the error state (e.g. journalctl -xeu pve-ha-crm and then search for the errored guest).There was a template that was mistakenly put in the HA group. The template is on local storage and was turned off. In fact, in the template summary page, it showed an ha error. I found the error by consulting the "support report" file.
Perhaps the error with the red cross that I showed, should be made more explanatory to say "which indicates that you're using the HA Manager"
