I've searched for threads on this but I'm still unclear as to what this error means and how to fix it.

I've just created a fresh install of 3.3 on a P4 Dell server and no matter how simple a VM I create when I try to start them I get this error.

Can somebody tell me what this is specifically referring to and how to fix it?

Thanks much.

Check if Virtualization is enabled inside BIOS

Do you mean within the Proxmox VM or the hardware itself.

If the hardware, I don't see anything in the Dell Bios. The system is an older Dell SC430 P4 at 3Ghz at 800Mhz buss, Identified as a ID 0F43, Multi core capable = No, Hyperthreading = Yes, 64 bit = Yes

According to this, not all P4 processors have Virtualization technology available

I get the feeling that's the case here...

Can I just run OpenVZ containers in this machine under proxmox? I have used openVZ in the past on this but liked the Proxmox interface so much better.

Yes you can.
Remember that openvz work only with 2.6.X kernel and not with 3.X kernel (proxmox is shipped with 2.6.X kernel)
