Currently migrate a windows server 2016 virtual machine to proxmox 5.2 using the command qm importovf
But when I turn on the VM it hangs and does not load my desk.

Did you follow the example in the admin guide?
https://pve.proxmox.com/pve-docs/pve-admin-guide.html#_importing_virtual_machines_and_disk_images
Besides the problem of format, importing disk images from other hypervisors may fail if the emulated hardware changes too much from one hypervisor to another. Windows VMs are particularly concerned by this, as the OS is very picky about any changes of hardware. This problem may be solved by installing the MergeIDE.zip utility available from the Internet before exporting and choosing a hard disk type of IDE before booting the imported Windows VM"

It's sometimes a little bit tricky to import a windows vm, if it doesn't work you can try to make a backup on the running windows vm and set up a new one and restore it.
