Error Connection Refused when firewall is off

I'm trying to connect to an Ubuntu VM on local network port 3080 but I keep getting error connection refused. VM firewall is off, Ubuntu ufw firewall is off, Data center and node firewall is off.

I don't understand what could possibly be refusing the connection at this point. The same set up on a different hyper-visor wasn't having this issue.

Is it just 3080 that is not working or is no traffic working?
Can you ping from your local network to the VM?
Can the VM ping your PC, router, 1.1.1.1 and "google.com"?
Are the PC and the VM in the same IP-range?
