Error 43

Using Q35 with windows 10 my guest VM is getting error 43 on the GPU.

I have hidden KVM and set vender_id but can't find how to set ioapci driver.

I've tried everything I can think of leading me to conclude the AMD gpu needs to manually load in the vbios, unless I'm doing the ioapic wrong since I'm used to libvirt.

I've also tried to load the intel iGPU. This does not throw error 43 and everything indicates the device is working (include device manager) but no video is put out.

The intel iGPU works on linux guests.
