[enhancement] Limiting the rate of local disk migration

Hello, please make a separate setting to limit the speed of local disk migration.

Now the speed of local disk migration has the same limits as Migration (Datacenter - Options - Bandwidth limits - Migration).

For example, I have a SATA SSD local drive and a 10Gbps network. I want to limit the speed of reading and writing to local disks to 200 MB/s so as not to affect other virtual machines, but in this case I get a slow transfer speed of RAM, limited to 200 MB/s.

It would be convenient to set disk and memory transfer rate limits separately.

You can try to limit read/write in the "Bandwidth" tab but I'm not sure that this limit limits also the disk migration.
