EFI Disk not saving EFI settings after shutdown

I've got a VM which keeps resetting efivars on cold boot, resulting in it trying to boot from CD->PXE->HTTP and then finally HDD,

It does have an EFI disk, which I've tried recreating across a couple different storage pools to no effect.

Each time i recreate it, I add a boot entry, change the order, save twice and then hit continue, boots perfect.

Shut vm down and start it again, all cleared.
 
the boot order is configured from the vm options: Options -> Boot order
other generated entries should persist, but the ones for cd/disk/nic/etc. will be automatically generated on each boot
