E3-1270v2 cpu, is it possible to emulate E3-1270v3 in VM of proxmox?

My server has a E3-1270 V2 cpu, and the software I need to run has a minimum requirement of 4th gen Intel, which would mean a E3-1270 V3 in my case, is there anyway to emulate this in proxmox? as my motherboard will not accept anything new than the V2.
Trying the run the software currently results in kernel panic early in the boot sequence so it fails on the V2

You should check why the v3 is required. Maybe the software requires some instructions sets that were added with the v3 or something like that?
 
In general yes, but you have to do fully-software virtualization instead of hardware-assisted virtualization. This will be terribly slow.
