I could use a Debian or Ubuntu based LAMP server with Drupal 7.x OpenPublic installation profile that works! I think a lot of other people could use such a template too. Many of us need to set up something like that quickly for government and other public group use.

is there a deb package available?

No I don't think so. I have started learning some website development with the Acquia Drupal template (based on Drupal 6) and the standard Drupal 6.2 template, but there is no Drupal 7 based template or one with the OpenPublic distribution set up to make it easier to get things up and running.

Thanks for all your great work with Proxmox Tom.
