dropbear-initramfs

I have a problem with dropbear-initramfs on debian 12 (v2022.83 dropbear-initramfs version).
It works on random, i think its a kind of race condition.
Can anyone help me ?

when i nmap it, it show that the port which i choose for decryption is open, when i restart dropbear-initramfs has a chance to fail and showing the port that is filtrated.
