don't understand what to do

I want to create a new virtual machine, but i keep getting Permission check failed (403). I am very new to proxmox.
I have tried some things but they didn't work out.

i tried to get enough permission, but it shows Permission check failed (/access, Sys.Audit) (403).

Can you provide us what permission the user have?
