Do all three Nodes for a HA Cluster have to be equal?

Hello,

I'm planing on setting up a new system but as budget is tight i can only get 2 "good server". For quorum for Proxmox and the planned CephFS Cluster i need at least three nodes as per documentation.
Is it possible to just put the service/daemon/program that votes on a simple machine like a raspberry and have the effective failover only on two nodes?
